I think its only a positive that both Male / Female are looking still, The fact its a pair and still looking shows shes not got a nest yet.

The whole coming of a morning thing seems to be the norm when its "will they won't they stage"
I do believe its a second female at this stage, It bonds with the lateness into the "season" and her being in no real rush.
I think if it was a disturbed nest she would be in a rush to get building, Judging by what you are saying she's in no rush at all.
You know nest building started last month for your neighbours so everything at the moment is pointing to a second female I think which is great for you if she picks the box!
I honestly have everything crossed for you, I think if she is going to start building it will be during this week.
