Could be a number of reasons Matt,
second female to the male, or her first choice of nest's been disturbed / failed.
I think if her nest had been disturbed she would be straight into building no waiting about because she would be in a rush.
So very likely it could be a second female, Or even something's happened to the males first female so he's paired up again with a female without a male.
Honestly got everything crossed for you though, You deserve a nest after all work you've put into your boxes Matt!
