I fixed it!!!!! Yay!!!!!
And I knew it would be something REALLY simple - once I copped it!!!
For anyone who has experienced what I did, the fix for RTSP failure for HikVision with an issue such as getting a pixilated blurry, crappy image even though you know you have the link correct etc, is to disable "stream encryption" from platform access under network settings.
This has to be done directly on the DVR.
Just 'unchecked' that box and Voila!!! It worked immediately.
