I can't think of an occasion when a female has laid 2 eggs after she has apparently started incubating Pete - 1 egg possibly.
Of course she may not have been fully incubating - she could be sitting on the eggs without fully exposing her 'incubating area' to the eggs, thereby not transferring her full body heat to the eggs.
