I have blue tits building a nest in a box I put up last year with a camera in it and LED lamp - it replaced a much smaller box that didn't have either.
Last year all I got were fleeting single visits and heads popping in for a quick look. No nesting.
A great tit eventually started using it to roost overnight from mid July.
So I think maybe new boxes might need a bit of time for local birds to get used to before they commit.
