My two nests both started mid April but I am quite a ways North from you, but I wouldnt give up hope till end of April. The lack of visits are frustrating but I think it seems normal, I think they possibly have chosen their sites and are now just waiting for the right conditions before they begin building. I hope you get a nest to watch of your own, I'm confident you will after all the visits
